Before Private Shelly mustered into service with the 19th Indiana he had served in a United States Reserve Corps Infantry from Missouri. By 1864 he left the 19th and joined Company B of the 139th Indiana Infantry as a 1st Lieutenant. The 139th was a 100 days regiment so after he mustered out he joined Company H of the 147th Indiana Infantry as a Captain. He mustered out on August 4th, 1865
